Someone who can approve the app's Snowflake privileges (for example, an ACCOUNTADMIN), plus, for each vendor, someone who can set up its billing export or create the API key or service account it reads with. The app generates the Snowflake SQL for you; the vendor-side step is done in that vendor's console.
Yes. Scheduled collection runs on a warehouse in your account—one of yours, or a small auto-suspending warehouse the app creates—so it uses your Snowflake credits.
